Elkera's background is in legal information content management and publishing. Before starting an on-line publishing business in 1994, Elkera's managing director, Peter Meyer, was a partner in a large Australian law firm, practising in commercial law. Peter was motivated by a desire to provide a semantic web of information as part of a holistic knowledge management system for lawyers. This needed to break down the traditional boundaries between print and electronic distribution and between different types of electronic distribution.

To achieve his objective, Peter recognised the need for a technology such as XML (SGML at the time) to provide a unifying platform for flexible, long term information management. More than 10 years later, this is no longer a matter of ‘whether’ the use of XML is the correct approach but ‘how’ it should be implemented.

Elkera personnel have extensive experience working with legal materials from precedents, legislation, case law and legal commentary. Elkera has undertaken very large design and development projects for Parliamentary Counsel offices and for other legal information publishers. This experience has covered all stages from strategic planning, business case development, DTD or schema development, XML authoring and publishing system development to web site design and development.

Peter Meyer is a member of OASIS-Open and is an active member of the Legal XML eContracts Technical Committee that is developing a standard for XML markup of contract documents.
